Zoe grew up in King's row. Here father works on the Yellow Line while her mother manages a beauty salon. Her Grandfather used to own an electronics repair shop until it was overrun by the Clockwork. Zoe was always partial to crazy weather and helping out her Grandpa in his shop. In school she was a bit of a dork, getting good enough grades to get a full scholarship to Yale. At Yale Zoe studied meteorology and atmospheric fluid dynamics, chasing storms in the Midwest during the summers. She finished a BSc and was starting an MSc when she decided to return home to the Row and help clean things up.

Zoe started to develop strange abilities during her early teens. She was initially ashamed and frightened of these abilities and kept them well hidden, for many years. During the summer after her junior year, Zefyr saved some classmates and equipment from a twister that zigged when it should have zagged. While some of her classmates were freaked out about her manifestations, others invited her to join the campus Mutant Pride Club. It was the combination of new pride in her abilities and a growing boredom with the cloistered academic lifestyle that prompted Zoe to return home to King's Row and throw the beat down on the Skulls and 5th Column and their ilk.
